Implementation gaps, not legislation, determine whether education choice succeeds
Horn argues that education's greatest challenge is not designing better systems but executing them: passing ESA laws, adopting AI, or creating choice programs means nothing without operational readiness, teacher buy-in, and infrastructure investment. He contends that the field conflates policy wins with actual change, and that implementation—the unsexy work of scaling, training, and accountability—is what separates transformative reform from abandoned initiatives.
