That is a significant capital and operational commitment, and it often requires rebuilding validated processes from the ground up.

Rethinking processes that have run unchanged for years

Beyond equipment, the challenge is also one of mindset. Many manufacturing processes have remained largely unchanged because they worked, they were validated, and they met the standards of their time. Annex 1 is now requiring facilities to revisit those assumptions. For manufacturers juggling active production schedules alongside compliance timelines, that is a considerable burden.

The industry is still working through what full Annex 1 compliance looks like in practice across different facility types and product categories. What is clear is that manufacturers who treat this as purely a documentation exercise will fall short. The regulation demands physical, procedural, and technological change, and the organizations best positioned to comply are those willing to critically evaluate infrastructure and processes they may have long taken for granted.
