California’s newest attempt to make plastic stretch wrap and pallet film move like a managed commodity, instead of a dumpster headache, is officially in motion.

The Flexible Film Recycling Alliance (FFRA), a group under the Plastics Industry Association, has launched two commercial recycling pilot programs in California aimed at capturing plastic film from warehouses, distribution centers, retail backrooms and manufacturing facilities, according to Recycling Today’s reporting by Chris Voloschuk. Collection started July 1 and is scheduled to run through Nov. 30, with evaluation and final reporting afterward, Recycling Today and Waste Dive reported.

Two pilots, two logistics plays

FFRA’s Sacramento-area pilot uses a “distributed collection” model for small and medium commercial film generators along the existing commercial service routes of 1-800-GOT-JUNK?, according to Recycling Today and Waste Dive. The Ontario/Inland Empire pilot evaluates a warehouse-focused collection model for large generators through the logistics network of Shorr Packaging, which Recycling Today describes as a national packaging distributor serving warehouse and distribution center customers.

Standard equipment and measured weights are the point

Both pilots use standardized “Rack n’ Pack” film collection systems so businesses can separate polyethylene film at the point of generation, according to Recycling Today. From there, material moves to regional aggregation facilities where it will be weighed, consolidated and baled before shipment to recycling markets, Recycling Today reported.

For enterprise operators, the pilot’s most useful output is not a sustainability story. It’s a set of defensible operating numbers: pounds captured per pickup, labor time at the source, and the practical limits of a collection model when you scale from one building to a region. Waste Dive reported FFRA intends to use the data to build and scale future programs.

Why this is landing now: end-market and capacity reality

The pilots also arrive when film recyclers are dealing with real constraints in economics and operations. Waste360 pointed to recent capacity disruptions in the U.S. market, including WM’s closure of its Natura PCR plant in Texas last year and the 2024 closure of a major Minnesota plant that was later restarted under new ownership and operations.

That context should change how procurement and sustainability teams frame success metrics. Capturing more film on-site is only half the job. The other half is proving that the material spec, bale quality and volumes match what downstream buyers will take consistently, and at what price, in a market that has shown it can be lumpy.

Where this lands in warehouse and retail-backroom operations

FFRA’s premise is that commercial film is often relatively clean and largely a single-material polyethylene stream, which makes it well-suited for recycling compared with mixed post-consumer film, according to Recycling Today. If that holds in the pilot data, it gives facility leaders a more straightforward playbook: train to one material, stage it in one place, bale it to one spec, and measure it like any other outbound flow.

The pilots also test how existing service-route operators and packaging distributors can support commercial film collection. In the Inland Empire pilot, FFRA will evaluate collection for large generators through the logistics network of Shorr Packaging, according to Recycling Today and Waste Dive.
