Senate bill would double smart water grants to $50 million a year

Senate bill would double smart water grants to $50 million a year

S. 2388, the Water Infrastructure Modernization Act of 2025, would double an EPA water tech pilot to $50 million a year through 2028. Grants would cover design, construction, training and operations for leak detection, advanced metering and AI analytics, WaterWorld reported. Planning and maintenance stay on the utility's tab.

  • 01Under S. 2388 as WaterWorld describes it, feasibility studies are not grant-eligible, so a utility would have to pay to build the case for a smart water project before applying for help building the project itself.
  • 02The bill's eligible list puts advanced digital design and construction management tools in the same bucket as meters and sensors, which would give a utility's capital delivery team a claim on the same grant as its field operations group.
  • 03The existing pilot program's authorization runs through 2026, per WaterWorld; the bill would extend it to 2028, and its last reported status was 'introduced' as of Aug. 12, 2025.

MEP systems can run 30-40% of a construction budget, ASCE course says

MEP systems can run 30-40% of a construction budget, ASCE course says

ASCE is running its two-day live webcast, Introduction to MEP Construction Management, on November 9-10, 2026, taught by Anthony E. Sparkling. ASCE says mechanical, electrical and plumbing systems can reach 30-40% of many construction budgets. The course targets owner's representatives, project managers and architects who manage those subcontractors. It carries 14 PDHs.

  • 01ASCE's 30-40% figure for MEP's share of many construction budgets is the reason owners should care: a large share of the check is signed on the strength of others' judgment.
  • 02The sharper question for a capital projects team: can the owner's representative read the mechanical and electrical sheets and follow a subcontractor's basic estimating units before bids come in?
  • 03The live webcast runs Nov. 9-10, 2026, with the next session not until Sept. 27-28, 2027; an on-demand version is available in between, and ASCE quotes group rates for five or more registrants.

CAS Automotive launches Damaged Equipment to sell fleets' damaged and end-of-life machines

CAS Automotive launches Damaged Equipment to sell fleets' damaged and end-of-life machines

CAS Automotive has officially launched Damaged Equipment, an on-demand remarketing service that gives fleets, dealers, rental companies and insurers a guaranteed offer on damaged, surplus and end-of-life machines. The service ran as a proof of concept from late 2025. It adds a fixed-offer channel next to auctions and trade-ins, though CAS has not published pilot volumes or pricing.

  • 01A guaranteed offer on a wrecked or worn-out machine is a new reference point fleets can hold against an auction estimate, a dealer trade-in or a parts-out before deciding where a unit goes.
  • 02Damaged Equipment now serves insurers and third-party administrators alongside fleets, dealers and rental companies, which puts one disposition channel in front of every party to a total-loss equipment claim.
  • 03The launch establishes the model and the buyer network but not the results: CAS Automotive has disclosed no volumes, recovery rates or turnaround times from its 2025 pilot, so the first test is a side-by-side quote on a real unit.
