NextEra Energy is working to bring the Duane Arnold Energy Center near Cedar Rapids, Iowa, back online after the plant shut down in 2020 for economic reasons. On September 8, 2026, the U.S. Department of Energy said it closed a loan of up to $1.9 billion to NextEra to help finance the restart, according to Canary Media. The loan came through the department's Office of Energy Dominance Financing, the renamed Loan Programs Office.

A federal loan and a long-term buyer are both in place

Canary Media reported that NextEra signed a 25-year agreement last fall with Google to supply electricity from Duane Arnold, intended to support Google's cloud-computing and AI infrastructure in Iowa. NextEra aims to begin producing electricity from the 615-megawatt plant by early 2029, Canary Media reported.

Separately, CNBC reported that the Federal Energy Regulatory Commission approved a NextEra request allowing Duane Arnold to reconnect to the electric grid, and that NextEra's own filings to FERC put the earliest restart date at the fourth quarter of 2028. CNBC reported the plant would add more than 600 megawatts of capacity, an amount CNBC said could serve more than 400,000 homes; Canary Media separately described the project as supplying enough power for nearly 500,000 homes.

Part of a wider pattern of nuclear restarts

Duane Arnold is one of three shuttered U.S. nuclear plants that companies are working to restart with federal financing support, according to Canary Media. The Office of Energy Dominance Financing previously closed a $1 billion loan for Constellation Energy's Crane plant in Pennsylvania and a $1.52 billion loan for Holtec International's Palisades plant in Michigan, Canary Media reported. Holtec's Palisades project has faced delays and missed its original early-2026 target, but Canary Media reported the company began loading nuclear fuel into the reactor vessel last week.

CNBC reported that NextEra described the Duane Arnold restart as a capital-intensive process, with spending of as much as $100 million planned for 2025 alone. The company has placed orders for replacement transformers, which CNBC reported face supply constraints and could take about three years to deliver; the plant's cooling towers, administration building, and training center were also dismantled after the 2020 shutdown and need to be rebuilt.

What buyers evaluating this project should track

Neither Canary Media nor CNBC reported the total cost of the Duane Arnold restart, so it is not clear from their reporting what share of the project the federal loan covers versus what is supported by the Google agreement or other financing. Companies weighing large power commitments tied to nuclear restarts may want to track remaining regulatory approvals from the Nuclear Regulatory Commission, the pace of equipment delivery such as the replacement transformers, and whether the plant's targeted restart timeline of late 2028 to early 2029 holds, given the delays already seen at comparable projects like Palisades.
