The practical result is showing up in a different part of the stack. For enterprise teams, that “layer” is where budgets, governance and accountability are about to collide.

## Peak martech looks flat, but procurement feels the churn

A plateau at 15,505 tools sounds like stability until it hits the operating model. CMSWire reports 1,488 new products and 1,367 removals, pointing to a market where vendor evaluation and integration work continue even when the category count barely moves.

That churn also changes what “rationalizing the stack” means. In a growth era, rationalization was often about cutting redundant point solutions. In a churn era, it becomes about controlling the blast radius of change: how quickly a new tool can be onboarded, how consistently identity and consent are handled, and how easily workflow ownership can be reassigned when teams or agencies rotate.

## Orchestration is where CDPs are trying to move up the stack

## Forrester’s “utility era” framing turns outcomes into the spec

Forrester is arriving at a similar destination from a different direction. In its martech coverage, Forrester argued that B2C CDPs are entering a “utility era,” where marketers still need strong data foundations but increasingly fund CDPs based on outcomes like insights, personalization, cross-channel execution and measurability, rather than data transit alone.

Forrester’s category page highlights how fast agentic approaches are moving into the mainstream. In the post “AI Agents For Marketing Are Here: Are You Ready?”, Forrester reported that 83% of B2C marketing decision makers are actively implementing agentic AI into their workflows and 85% agree that it’s delivering meaningful business value in their marketing efforts.

## What to test in 2026 RFPs: arbitration, data access, and proof of control

CMSWire’s warning to buyers is blunt: look past the “agentic” labeling and confirm whether the system can actually do cross-campaign arbitration, orchestration and real-time decisioning. That is the hard part. Plenty of stacks can trigger a message. Fewer can decide that email should wait because service just opened a case, paid search is already converting, and a loyalty offer is better spent on a different segment this week.

CMSWire reported that many organizations learned critical customer context lives outside the warehouse, which forces platforms to incorporate additional data sources and standalone customer data capabilities.
