# OpenAI says GPT-6 Astra is the first model to hit its 'Critical' cyber threshold

OpenAI has unveiled GPT-6 Astra and called it the most capable model it has ever broadly deployed, Campus Technology reported Sept. 10. The release arrives as schools and vendors work out how new models fit into classroom tools and contracts.

That label is the news for anyone who runs an enterprise tenant. A frontier vendor is telling its customers, in its own grading language, that a generally available model has crossed a cyber capability line the vendor itself defined. For the CIO who gets asked this month whether the model can be switched on for staff and students, the tier is the first thing to read, and the Campus Technology summary does not describe which mitigations OpenAI pairs with it.

## A vendor's own label, and what a buyer can do with it

The Critical designation comes from OpenAI's Preparedness Framework, according to Campus Technology. The outlet's phrasing is careful: Astra is the first system "the company says" has reached the threshold. Two details in the Campus Technology report matter more than the word itself. Astra is described as broadly deployed, so the rating arrives with availability rather than ahead of it, and OpenAI is the one making the classification.

What the report shows is narrow but useful: a supplier is now publishing a capability tier alongside the product. What it suggests is that procurement teams have a sharper question to put to every AI vendor, not only OpenAI. Which tier does this model sit in under the vendor's own framework, and what controls does the vendor say accompany that tier?

For universities that already route new AI tools through a security review before enabling them in campus tenants, the tier could become a field on the intake form. For institutions without that process, Astra is a reasonable prompt to build one, because the vendor has handed over a data point that a review can act on.

## Same day, a Millennium Prize claim and a formal-proof push

Campus Technology reported a second OpenAI item on the same day. The company published what it says is an AI-generated solution to the Navier-Stokes existence and smoothness problem, one of the seven Millennium Prize Problems. Anthropic, separately, reported advances in research mathematics and in formal proof generation.

As reported, both are vendor claims. The Campus Technology summary does not indicate that independent mathematicians have verified the Navier-Stokes solution, and nothing in the available material says otherwise. A claimed proof becomes a result when someone other than the claimant has checked it. That step is the one the reporting does not yet describe.

For research computing directors and mathematics departments, the formal-proof thread could turn out to be the more usable one. A proof written in a formal system is checkable by software; a prose argument is checkable only by referees with time. If Anthropic's work moves in that direction, verification of machine-generated mathematics could get faster, though the report gives no detail on how far along it is.

## Governance moved the same week, with a date attached

While OpenAI and Anthropic published capability claims, the contract side of education AI produced something firmer. Teachers unions announced an AI safety agreement with Microsoft, K-12 Dive's Anna Merod reported Sept. 9. The protections are legally enforceable, require Microsoft to safeguard student and teacher data, and will be available to every district in the country on Nov. 1.

Education Week's Sarah D. Sparks described Microsoft as the latest technology company to accept a national teachers union's rules for data contracts. Her headline put the buyer's question plainly: how ironclad are the protections? The Associated Press, in a report carried by Education Week, said the deal with the American Federation of Teachers commits Microsoft to new AI guardrails and privacy standards, and asked whether other large technology companies would follow. The agreement was prominent enough that K-12 Dive built it into its Sept. 11 news quiz. Roger Riddell's Sept. 14 Week in Review for the same outlet rounded up the prior week's news, from research on pre-K discipline to AI's growing presence in schools, according to K-12 Dive.

"Latest" is the word that does the work there. It indicates the AFT terms are accumulating vendor by vendor rather than sitting as a one-off. For a district technology director renegotiating a suite contract this fall, Nov. 1 is a calendar entry. For one comparing AI suppliers, the Microsoft terms could become the reference document for what to ask a vendor that has not signed anything.

Districts are also setting their own limits. EdSurge's Sebastian Oliveira reported that New York and Los Angeles have banned student-facing AI, for now, and asked whether other schools should follow. Education Week's Caitlynn Peetz Stephens and Lauraine Langreo reported that districts are expanding cellphone bans to cover AI smart glasses, which experts told them are particularly hard to regulate because it is harder to tell when a student is using them. EdSurge's Ira Apfel reported that the Department of Education has issued its long-awaited edtech guidance for states and districts. And on Sept. 14, K-12 Dive's Merod reported that the American Psychological Association recommended measuring ed tech by more than screen time, a set of recommendations that followed a wave of districts limiting screen time and AI in classrooms.

Evidence on the tools themselves is arriving in parallel. Education Week's Sarah Schwartz reported on a new project that identified strengths and weaknesses across a collection of AI learning tools; it found some bright spots and warned that other products could hurt student achievement. Money is a live question too. Langreo reported for Education Week that education groups have raised concerns about the FCC's review of E-Rate, the program that subsidizes broadband connectivity for schools, because the commission might limit or end it.

None of that is new to scholars of the field. A 2024 open-access chapter in Springer's Handbook of Children and Screens argued that education technology research should weigh costs alongside benefits, and noted growing scholarly attention to ethics. Published Dec. 6, 2024, and written from U.S. and Australian contexts, the chapter tracked scholarly focus shifting from virtual and augmented reality in 2021 to artificial intelligence in 2022 and 2023. Its authors contended that the field is at times constrained by a technophilic view that fails to account for downsides such as prohibitive costs, loss of data privacy, and discriminatory design or use. An August 2017 National Bureau of Economic Research working paper by Maya Escueta, Vincent Quan, Andre Joshua Nickow and Philip Oreopoulos made a related point earlier, reviewing randomized controlled trials across access to technology, computer-assisted learning, technology-enabled behavioral interventions and online learning, and framing the question as how technology can help, or in some cases hinder, how students learn. The enforceable Microsoft terms and the district policies suggest that focus has moved from the literature into contract language and board policy. ## Two things to watch before Nov. 1

The first is whether other frontier vendors, OpenAI and Anthropic among them, sign terms comparable to the AFT agreement. An Associated Press report published by Education Week asked whether other tech giants will follow, and a campus or district that buys from several AI suppliers now has one signed template to hold up against the rest.

The second is verification. If independent mathematicians confirm the Navier-Stokes solution, the story changes from a vendor claim to a result. Until then, the operational fact from the Sept. 10 report is simpler: a broadly deployed model now carries its maker's Critical cyber label, and Microsoft's enforceable data terms open to every district on Nov. 1, according to K-12 Dive.
