Waterloo-based Hawkeye Community College announced Monday that it will lead a statewide initiative to set up short-term training programs and expand Iowa's Workforce Pell offerings, Iowa Capital Dispatch reporter Brooklyn Draisey wrote.

The initiative is called Iowa STRONG, short for Iowa Systems, Training, and Resources for Opportunity, Navigation, and Growth. It ties the state's community colleges to the Iowa Department of Education and Iowa Workforce Development. The programs it builds will sit in advanced manufacturing, construction, other skilled trades and healthcare.

Hawkeye's own starting list: HVAC, commercial driver's license training, CNC machining, construction and pharmacy technician. For a maintenance manager short on HVAC techs, or a fleet manager trying to fill driver seats, those five programs could be the most relevant part of the announcement.

## Pell money for an eight-week course

Workforce Pell opens federal financial aid to students in training programs that run 8 to 15 weeks, with the award prorated to the program's length. The catch is that each program has to earn eligibility on its own.

Iowa Central Community College got there first. In August it became the first institution in the country to win federal approval for a Workforce Pell program, its emergency medical technician course.

The Iowa Department of Education will work with the colleges on keeping programs compliant, a sign that meeting federal requirements is a workstream of its own, separate from hiring instructors or adding shop space.

The trades on Hawkeye's list suggest where graduates could go: manufacturers running CNC equipment, mechanical and construction contractors, trucking fleets, and employers of pharmacy technicians. Those employers could be among the first to see results, if the programs win approval.

Patience helps here. The target sits in 2030 and every program needs its own sign-off, so an operator counting on this to close a 2027 staffing gap could be early. Prorated awards also mean the shortest courses carry the smallest aid.

The next thing to watch is a name on a list: the first Hawkeye program, whether HVAC, CDL or another, to join Iowa Central's EMT course with federal Workforce Pell approval.
